Ukraine has relied heavily on small first-person-view attack drones, reconnaissance systems and maritime drones to offset Russia's advantages in manpower, artillery and conventional weapons.
The conflict has also become a contest in electronic warfare, in which each side seeks to jam, mislead or destroy the other's navigation, communications and surveillance systems.
Participants said the commanders focused on operational doctrine rather than promoting a single drone model.
The central argument was that drones must be treated as part of an integrated system of intelligence, targeting, communications and battlefield adaptation, rather than as a specialist capability acquired through conventional, multi-year procurement programmes.
Scott said Ukraine expected to produce more than five million drones this year, compared with fewer than 100,000 in the United States.
He also cited one Ukrainian unit of roughly 2,000 personnel that he said had destroyed nearly $15 billion worth of Russian equipment.
Those battlefield estimates could not be independently verified, but they illustrate the scale of the argument made to lawmakers: low-cost systems, combined with skilled operators and fast feedback, can impose losses far beyond their purchase price.
